What is the difference between certified and sworn?
Certified means holding any certification from any body that issues it, be it a university degree, certification by a professional association, or any other type.
Sworn means you are recognized by a legal authority, i.e. that you can make certified copies or other types of translations that are the legal equivalent of the original, according to the local jurisdiction.
